EBSNA support
Emotionally Based School Non-attendance (EBSNA) is a term for children and young people experiencing severe anxiety, distress, or mental health needs that prevent them from attending school.
The Hertfordshire EBSNA Framework was developed by HCC, and is a
comprehensive, early-intervention tool designed to support schools in understanding and addressing the complex emotional factors behind reduced school attendance.
This practical guide empowers educators, families, and professionals to work collaboratively using a structured “Assess, Plan, Do, Review” approach. With a strong focus on student voice, relational strategies, and inclusive practices, the framework offers actionable insights and resources to help young people re-engage with education and thrive in school environments.
DSPL7 support
DSPL7 supports schools and families through a tiered EBSNA approach. Schools should contact DSPL7 to discuss any of the support outlined below.

My Feelings and Me is a 12 week programme for children/young people in years 3–9 who are showing signs of beginning to struggle to attend school. The training is delivered by NESSie and is fully funded by DSPL7. The 12 week course, delivered in school by a trained member of staff, supports pupils to learn more about what they are experiencing, to understand their strengths, needs, worries and barriers to attending school, and to develop their emotional regulation skills, confidence, resilience and overall wellbeing.
We have recently completed training for another 15 schools in the area. If you would like to be added to the list for the next round of training, please email admin@dspl7.org.uk
